NFL official speaks on empowerment, enthusiasm at Whittier Boys & Girls Club WHITTIER - Members of the Boys and Girls Club of Whittier got a chance most football fans would relish - a discussion of the rules with a National Football League referee.  The visit recently by NFL referee Carl Cheffers was part of the club's Professional Speakers series. Cheffers, 49, who is also vice president of the Boys and Girls Club of Whittier's Board of Directors, grew up in Whittier and played football for California High School.  He moved to the other side of the gridiron at age 19, when his refereeing career began.
